The Syrian People’s Assembly’s Internal Rules Drafting Committee has completed an initial draft to be presented to the Assembly for a vote.

The Assembly said through its official channels on Sunday morning, July 26, that the draft had been legally approved.

It added that members would vote on the draft during the Assembly’s second session later that day, as part of the current legislative term.

The committee was formed by a decision of People’s Assembly Speaker Abdul Hamid al-Awak and comprises 17 members.

According to the Assembly, the draft was completed after the committee met for four days during the previous week to discuss its provisions and prepare the text.

People’s Assembly Secretary Moayad Habib told Enab Baladi that the committee consisted of 17 lawmakers with legal expertise or an interest in the subject.

He added that members would vote on each article separately before voting on the internal rules as a whole, with decisions made by majority vote.

People’s Assembly member Adnan al-Khatib told Enab Baladi that the Internal Rules Drafting Committee completed its work in one week rather than one month to accelerate procedures related to the Assembly’s internal rules.

Al-Khatib added that the drafting process involved forming between 20 and 23 specialized committees to discuss laws and legislation according to each committee’s mandate.

Speaker Abdul Hamid al-Awak had announced during the Assembly’s first session, held on July 12, that a specialized committee would examine the internal rules before presenting them to members for a vote. The session was then adjourned until July 26, when the Assembly was scheduled to vote on the rules.

First Session

The Syrian People’s Assembly held its first session in Damascus on July 12 in the presence of Syrian President Ahmed al-Sharaa, Foreign Minister Asaad al-Shaibani, Justice Minister Mazhar al-Wais, Interior Minister Anas Khattab, Chairman of the Higher Committee for People’s Assembly Elections Mohammad Taha al-Ahmad, and Assembly members.

During the first session, members elected the Assembly’s speaker, two deputy speakers, and secretary after its formation was completed under Decree No. 143 of 2026. The decree named the members of the new People’s Assembly, including the appointed final third of its membership.

The Assembly has 210 members. The session marked the first convening of a legislative authority in Syria since the fall of the Assad regime in December 2024, during the transitional period in which the Constitutional Declaration defined the Assembly’s powers until a permanent constitution is adopted and new legislative elections are held.

A total of 206 members attended the first session. Three seats representing Suwayda governorate remained vacant because elections could not be held there, while one seat representing Idlib governorate remained vacant following the death of its member.
