Damascus Governorate announced on Wednesday, August 5, zoning plan No. 7/26 for the Western Baramkeh planning area in Damascus and related changes affecting it.

The governorate attached to the announcement, published on its official Facebook page, a decision on the plan issued by the Executive Office of Damascus Governorate, along with an announcement by Damascus Governor Maher Marwan Idlibi on the same matter.

The announcement came more than a month after the governorate’s Executive Office issued a decision approving the plan.

Enab Baladi has not yet been able to determine what is meant by parcel No. 90 within property No. 1715 in the Western Baramkeh planning area, which is the subject of the zoning plan issued by Damascus Governorate.

Executive Office Decision Redesignates Property

In Decision No. 609, issued on June 15, the Executive Office of the Damascus Governorate Council approved the publication of detailed subdivision zoning plan No. 7/26 for the Western Baramkeh planning area and related changes affecting it.

Under the decision, the urban designation of Qanawat Basatin property No. 1715, parcel No. 90, in the Western Baramkeh planning area will be changed from public development to mixed residential use, with commercial space beneath the entire typical floor.

The decision permits the construction of service staircases in the setback to provide independent access to the commercial ground floor, in accordance with the submitted technical study, Legislative Decree No. 5 of 1982, the Urban Planning Law, its amending Law No. 41 of 2002, and the minutes of the Technical Committee’s fourth session, dated April 2, 2022.

The Directorate of Zoning and Urban Planning is also tasked under the decision with providing the Ministry of Defense with a copy of the announcement decision, under the directorate’s responsibility.

Governor Issues Announcement Based on Decision

Based on the Executive Office decision, Damascus Governor Maher Marwan Idlibi announced detailed subdivision zoning plan No. 7/26 for the Western Baramkeh planning area and related changes affecting it.

Under the announcement, the urban designation of Qanawat Basatin property No. 1715, parcel No. 90, in the Western Baramkeh planning area was changed “from public development to mixed residential use, with commercial space beneath the entire typical floor.” It also permits service staircases in the setback to provide independent access to the commercial ground floor, in accordance with the submitted technical study.

According to the governorate’s announcement, the plan will be displayed in the lobby of the Review Office at the Damascus Governorate building.

The Executive Office’s decision will take effect from the date the announcement is published in the capital’s press.

Interested parties may review the plan and submit objections within 30 days from the date the announcement takes effect.

The most recent zoning plan previously issued by Damascus Governorate was plan No. 4/53/A for the Eastern Dummar area in Damascus Governorate.

Special Property Documentation Units in Damascus

In another development, Damascus Governorate laid the foundation stone in February for special units to document property ownership in neighborhoods damaged during the years of war.

Damascus Governorate said at the time that the measure was part of the reconstruction process for Jobar, Qaboun, and other areas. The project begins with the establishment of a property documentation center alongside area surveys and mine clearance, ahead of completing the zoning plan and launching reconstruction work.

The units are being established by Damascus Governorate in cooperation with the German Agency for International Cooperation, GIZ. They aim to document property rights and ensure residents participate in the process, according to information presented at an event attended by Enab Baladi.
