Al-Waer court and resolving dispute by consensus in Homs

The courts which were established in the middle of 2013 did not follow the hegemony of any single armed faction. They courts were formed by a board of religious men and legalists based on consensus. They were affiliated with the local council.

According to Lawyer Jawad Salem, judges use the Syrian Law as a reference. Concerning Sharia and jurisprudence cases, Sharia scholars judge these cases. The disputes are often resolved by consensus and settled by Sharia scholars. Al-Waer court, in Homs city, is still functioning until this point. Citizens in the area consider the judiciary system to be biased and that it targets the weak and overlooks the powerful.
